The success of WDO's community development work is intimately linked with the effective functioning of the Christian Core Group as the main project partner. The integrity demonstrated by the CCG is a key factor influencing the degree to which the group, and by default WDO, is accepted by the community at large.

Through training, discussion and bible fellowship the CCG are challenged to consider the values and attitudes that are important in their role as community leaders. The concept of 'servant leadership' is central to the CCG role and members are expected to live out positive values not only through their work for WDO, but also in their personal lives.

WDO staff together with the CCG have developed a 'values change index' against which they aim to measure change within the villages. This is based on evidence of peace, hope, helping others, caring for each other, honesty, forgiveness, Christian presence and model of Christian life being manifest in a village community.

The CCG of Somlow Chauv village in Svay Rieng province provides a good example of a mature1 CCG. The five members of the group have worked together for 6 years and have developed strong relationships with villagers, village chief, and key persons within the community including monks at the pagoda. The group are known for their honesty in managing resources and funds, and are seen to value and respect each other. Some have given up drinking wine and smoking since becoming CCG members. Most importantly the CCG are respected for being impartial when organising the community and do not discriminate between Christian and non-believer in allocating resources. In particular they are appreciated for focusing attention on meeting the needs of the poorest members of the community.

Mr Chen is a sugar-palm farmer and has been a CCG member for 6 years. He is happy to give up his free time to volunteer for his community, visiting homes, encouraging families in their work, helping to resolve problems and overseeing different village projects. Mr Chen has a 'servant-spirit' for God and speaks of a 'strong feeling to help his community' - this being the force that motivates him as a CCG member.
