WDO seeks to work with a CCG and village community for about 5 years, after which time the Community Development Facilitators (CDF) aim to provide advisory support as and when required. The goal of the CDF is to enable communities to continue development processes inter-dependently and so the focus of their work is on developing the maturity of the CCG.

Staff and CCG members have identified the following factors as indicators of village maturity:

  • Ownership – defined in terms of ‘care’ demonstrated in taking responsibility for development activities.
  • Problem solving - capacity to analyse and facilitate community members to reach decisions and take actions that will peacefully resolve issues.
  • Communications - the capacity of the village to contact and negotiate with individuals or organizations outside the village concerning specific issues.
  • Encouragement and motivation - the ability of the CCG to inspire and mobilise the community to be actively involved in development.
  • Participation - the willingness of community members to be actively involved at each stage of the development process.
  • Honesty - transparency of the CCG in giving an account to the community concerning their actions on behalf of the community.

Phnal Ghrous village in Svay Rieng province is a village that demonstrates a high level of maturity and is a particular example of a village where the community shows good ownership of activities.

Initially the village developed their own 'vision of development', which linked into a specific goal and related activity plans. This helped in setting the direction for the village, so that everyone knew what was to be achieved. The vision-building process was particularly helpful in developing ownership early on in the project's life.

The CCG and CDF through home visits, meetings and counselling had encouraged community members to reflect on and think about the long-term impact of activities or actions. They purposefully challenged the community to think about when WDO is no longer in the village and have actively discouraged reliance on the organization to provide answers to their issues. The CCG have also taken the initiative to involve other agencies through communications and writing proposals requesting specific assistance.

Community contributions are key in developing ownership of village activities, either as monetary contributions, or in the form of labour, or contributions of material resources. The CCG and village leader of Phnal Ghrous have made considerable personal commitments in taking ownership for the development of the village. In some cases the Christian believers had taken up an offering of money, which was subsequently used to help some individual or family with an emergency need. This was seen by the CCG as an important expression of love and care in taking ownership and responsibility for the weak and vulnerable members of their community.
