WDO was born out of the vision of Christians living in community, actively facilitating transformational development as an expression of their faith, thereby living out God's command to 'Love your neighbour as yourself'. This is expressed through the vision statement: Transformed Communities Everywhere:- Groups of Christians in Cambodia and beyond have enabled their community to know God, have strong social capacity and consequently live in peace and harmony.

In order for this to become a reality, WDO's mission is facilitating, training and demonstrating a model of sustainable wholistic community development for individuals, local churches and social development agencies.

WDO has operated as a local NGO since January 2006. For the previous 5-years the operation was known as the FAITH Project (food, agriculture, income generation, training and health), managed under the NGO International Co-operation Cambodia.

Following a mid-term evaluation in 2002, the project began to localise its operations with gradual transfer of responsibility for project management to Cambodian staff. During this transition period an advisory board was formed to prepare for full localisation and transfer of project ownership on registration with the Royal Government of Cambodia.

The project was conceived as a pilot to test new and existing development strategies for enabling local Christians to practice transformational community development in their villages. The relative success of this work has led to the expansion of activities into further villages and in some cases former beneficiaries have led extension work into neighbouring areas.

WDO is directed by an elected five member board of governors holding legal responsibility for the organization. Board meetings are held on a quarterly basis and members are expected to contribute professional expertise relevant to the needs of the organization. All members are required to have a strong commitment to the Christian identity, values and ethos of WDO.

WDO is registered as a local NGO under the Ministry of Interior and has been issued a letter of Partnership by the Ministry of Rural Development.
